A postcard issued by Hebei Province (河北) to commemorate a decade of Project Hope (希望工程). The ID no. is 1999冀(PG)-0059(10-4). This project is to help the children in the poorer region to complete their elementary education. It also aims for improving the education facilities and teaching quality in this area. It was sent from Fujian Xiamen Huada 1 (福建 厦门 华大 1) on 14.6.1009. There is a pre-printed 60 Fen flower stamp on the postcard. Additional stamps were added to increase the postage. They are 2 Yuan Gulangyu stamp (2003-8, 3-3) and 2 Yuan bee stamp (1993-11, 4-4).
