This is a postal card with pre-printed NT$2.50 light house stamp. It was uprated with three stamps; a NT$2 hydroelectric station stamp, a NT$5 cycling stamp and a NT$0.50 dog definitive stamp. They were cancelled at Neihu (內湖) on 14.11.2013. Thanks ginajoy61.
